数字技术赋能法治乡村建设的理论逻辑与实践向度
Digitally Enabling Law-Based Rural Development:Theoretical Logic and Practical Dimensions Based on a Grounded Theory Analysis of the"Rule-of-Law Lecture Series"in X Village,East-ern Henan

Abstract
Strengthening the construction of the rule of law in rural areas is an inherent part of promoting the comprehensive revitalization of rural areas and a fundamental task for advancing the rule of law in all respects.The integration of digital and intelligent technologies can activate the intrinsic driving force for the construction of law-based rural areas.Previous studies showed that digital intelligence technology is an effective driving force for promoting high-quality development in rural areas,but research on digital intelligence technology and the construction of law-based rural areas is still relatively scattered.Based on the textual materials of typical cases of rural governance,the grounded theory method is used to systematically reveal the practical elements and deep logic that affect the integration of digital intelligence into the construction of law-based rural areas.The findings indicate that these technologies(i)boost villagers'enthusiasm and intrinsic motivation to participate,(ii)opti-mize resource allocation and improve the quality and efficiency of law-related public services,and(iii)strengthen institutional rules while advancing high-quality,law-based rural development..However,several practical constraints persist,including limited villagers'agency,underdeveloped digital-intelligence infrastruc-ture,and shortages of professionals with expertise in digital technologies and the rule of law.In the future,ef-forts should be made to enhance legal education and publicity,accelerate the improvement of digital and intelli-gent technology infrastructure,and perfect the public legal service system.With the aim of integrating the three governance systems,we should stimulate the vitality of multiple entities,build a governance community where digital and intelligent technologies are embedded in the construction of law-based rural areas,and continuously promote the construction of livable,prosperous and beautiful rural areas.关键词
