摘要

Abstract

As a novel governance vehicle driving the high-quality development of vocational education,municipal industry-education consortium integrate multiple functions,including talent cultivation,innovation and entrepreneurship,and the promotion of high-quality economic and social development.Drawing upon structural-functional theory,this study elucidates the theoretical logic of the consortium from the four dimensions of social action,system,exchange and change.It deconstructs the consortium's coordination and checks-and-balances of actions under goal orientation,the integration of heterogeneous functional systems across domains,the optimization of interactive coupling under the logic of reciprocal resources,and systemic innovation that coexists with both adaptability and transformability.On this basis,by employing the AGIL theoretical model,the study reconstructs the functional orientation of the consortium in terms of environmental adaptation,goal attainment,resource integration,and pattern maintenance.It further analyzes its structural predicaments,including mismatches in talent supply and demand,divergences in cooperation goals,the weakness of sharing mechanisms,and insufficient long-term incentives.Subsequently,it proposes developmental paths for municipal industry-education consortium:optimizing environmental adaptability and market sensitivity,reshaping goal consensus and collaborative mechanisms,constructing a resource convergence and platform-based collaborative innovation system,and improving long-term mechanisms for sustainable development.
