Enhancing resilience to urban flooding and storm surge in the Guangdong-Hong Kong-Macao Greater Bay Area:innovative practices and perspectives

Abstract
The Guangdong-Hong Kong-Macao Greater Bay Area(GBA)is one of the most open and economically dynamic regions in China.Influenced by climate change and rapid urbanization,the risk of flood and storm surge disasters in this region has intensified,becoming a major water security challenge that constrains its high-quality development.The Central Urban Work Conference emphasized urban renewal as a key approach to building safe and resilient cities,which has raised new requirements and created new opportunities for enhancing urban flood resilience.This study analyzes the characteristics and challenges of flood and storm surge disasters in the GBA,and systematically reviews the region's practices in flood,storm surge,and drainage management.A prevention system covering basin-bay area-city scales has been established,achieving breakthroughs in integrated flood management,high-standard seawall construction,intelligent monitoring and forecasting,and joint regulation of complex water networks.Flood and drainage safety have been incorporated into rigid constraints for urban development,while efforts have been made to promote standard harmonization across the GBA.Drawing on advanced international experience in flood and surge prevention in other bay areas,this study proposes an integrated prevention and control model for urban flood and storm surge disasters in the GBA,with urban renewal as an opportunity and resilient city construction as the goal.Specific suggestions are put forward regarding project scale determination under high-standard defense,engineering system layout under a diversified and decentralized concept,and the establishment of cross-departmental collaborative institutional mechanisms.The results provide a basis for improving the urban flood and storm surge prevention system and enhancing overall resilience in the GBA,as well as valuable insights for guiding the next phase of urban renewal.关键词
