Abstract

"Spatial equilibrium"is a core strategic objective in the new era,aiming to balance water security with high-quality development in line with China's national and hydrological conditions.Although consensus has been reached on the concept of spatial equilibrium emphasizing the coordination between water,development,and ecological protection,limitations remain in understanding and methodology regarding the analysis of multidimensional coordination,the relativity and dynamics of spatial equilibrium,the scope and boundaries of utilizable water resources,and the balance of water source exploitation.These limitations hinder the effective implementation of the spatial equilibrium concept and its transformation into governance momentum.In response to the requirements of national water network development and the rigid water resources constraint system,a hierarchical analysis path of"cognition-diagnosis-regulation"for spatial equilibrium is constructed.At the cognition level,based on the concept of water-adapted development,the connotation of spatial equilibrium is proposed as"multidimensional coordination and distributional balance":the former emphasizes the interactive coordination of water,economic,and ecological systems,while the latter focuses on rational spatial distribution and balanced matching.At the diagnosis level,with protection requirements as a prerequisite,a quantifiable indicator system is established from the perspectives of water-development relations and water source exploitation,and an"overall-unit"linkage identification method is proposed.This enables quantitative expression from macro multidimensional coordination to micro distributional equilibrium,thereby identifying problems and regulation needs.At the regulation level,based on diagnostic results,regulation directions are clarified,and countermeasures for coordinated regulation of protection,development,and exploitation are proposed.The methodology provides decision-making support for scientifically assessing the state of water resources spatial equilibrium and precisely implementing water resources allocation and regulation,enriching practical pathways for water security assurance under high-quality development.
