安徽省长江以南地区水资源优化配置方案研究
Research on the optimal allocation scheme of water resources in the area south of the Yangtze River in Anhui Province

Abstract
In response to the problems in water resource development and utilization in the area south of the Yangtze River in Anhui Province,such as the reliance of urban and rural water supply on a single source,the low coverage of irrigation water projects,the limited regulation capacity of existing reservoirs in balancing seasonal flow fluctuations,and the frequent regional water shortages in exceptionally dry years,this study integrates key rivers such as the Yangtze River mainstream,the Qingyi River,and the Shuiyang River,together with pivotal reservoir nodes such as Chencun and Gangkouwan,to establish a water resource optimization allocation model based on water conservancy engineering network nodes.A multi-objective function system was designed covering water supply security,ecological maintenance,agricultural irrigation,and hydropower generation,with boundary conditions including regional rainfall-runoff characteristics,dynamic water demand,and engineering operation rules.Through multi-scenario simulation and comprehensive analysis of regional water resource endowment(spatiotemporal distribution and available water volume)and the layout of ongoing or planned allocation projects,a spatially balanced allocation scheme was developed.Accordingly,a water resource optimization allocation system featuring"two horizontal and multiple vertical axes,river-lake connectivity,and a distributed network"was constructed for the area south of the Yangtze River in Anhui Province,aiming to significantly enhance the safety and resilience of urban and rural water supply,comprehensively improve river ecological environment quality,and maintain a healthy and stable aquatic ecosystem.This scheme provides core support for implementing the principle of defining city,land,population,and production by water in the region,and offers a water resource guarantee for high-quality economic and social development.关键词
