Administrative Activation of Self-Governance:A Practical Logic for Effective Governance of Rural Living Environment:Taking Village B in the Central-Western Region as an Example

Abstract
Existing scholarly debates between"administrative-led"and"self-governance-oriented"approaches fail to fully explain the effectiveness of rural living environment governance.Village B has effectively advanced the governance of living environment through the administrative activation of self-governance:the state inputs resources into the village and allows them to be allocated independently by the villagers.This empowerment rebuilds villagers'interest connections with the community and activates their subjective initiative in participation.Through democratic deliberation and decision-making,the village formulates context-specific governance plans tailored to local needs,while leveraging endogenous resources such as social authority and community oversight to reduce supervision costs.Ultimately,this approach aims to achieve effective alignment between state resources and farmers'needs,revitalize the subjectivity and publicity of village governance,and construct a modern streamlined governance system balancing norms and efficiency.Nowadays,as state governance shifts toward the realm of farmers'daily lives,the supply of non-standardized small-scale public goods,represented by the living environment,should integrate administrative and autonomous advantages,and use administrative resources to activate village self-governance,so as to promote the effective interaction between state power and rural society.关键词
