摘要
Abstract
This study takes the road transportation accident of hazardous chemicals in Company M as the re-search object.Through accident statistical analysis and case empirical research,it systematically reveals the ac-cident causation mechanism and its multi-dimensional influence.The research findings show significant spatio-temporal regularity in accidents.The accident rate in summer is 30%higher than that in winter.The tank truck accidents account for over 40%of incidents,and the proportion of single-vehicle accidents reaches 35%.Hu-man-induced violations(30.4%),vehicle malfunctions(17.4%),and speeding(21.7%)constitute the core cause chain,reflecting the collaborative failure characteristics of the"human-vehicle-environment-management"system.The consequences of accidents result in composite losses,with typical accidents causing direct econom-ic losses exceeding ten million yuan,resulting in 20 deaths,20 injuries,and triggering environmental pollution incidents.Based on the 4M accident causation theory,a"three-dimensional prevention and control"strategy is proposed:strengthening the driver safety capability assessment and intelligent monitoring system,building a dig-ital management platform for the entire vehicle life cycle,and promoting a dynamic optimization mechanism for transportation routes through government-enterprise collaboration.The research results have practical value for improving the risk management system of hazardous chemicals transportation and achieving the transformation from passive disposal to active prevention and control,providing a theoretical basis for the optimization of indus-try safety standards and the innovation of regulatory models.关键词
