Abstract
The rapid advancement of artificial intelligence(AI)technology is profoundly reshaping the landscape of economic and social development.China's AI industry is surging ahead,with its core market size expanding at pace.As technologies iterate swiftly,user numbers soar,and large-scale applications proliferate,the refinement of market-access rules and the clarification of governance responsibilities have become strategic imperatives for the sector's sustainable growth.AI-driven innovation and market expansion have markedly enhanced industrial efficiency,resource allocation efficien-cy,and service quality.Yet the industry's explosive momentum has also laid bare acute regulatory deficits—lagging supervisory capacity,blurred de-partmental mandates,an absent risk-assessment framework,and weak central-local policy coordination.Anchored in a responsibility-stratified govern-ance lens,this paper follows a"Macro landscape scan→Institutional dilemma diagnosis→Tiered governance prescription"pathway to dissect the core challenges and institutional roots of China's AI application market-access regime across legal architecture,inter-agency cooperation,risk management,and central-local dynamics.It proposes building a precise multi-level governance framework,applying dynamic differentiated risk controls,deepening cross-departmental and vertical regulatory collaboration,and innovating supervisory technologies and methods.Such measures aim to unclog regulatory bottlenecks,systematically refashion the market-access governance system,reconcile the tension between technological dynamism and safety oversight,and propel China's AI industry toward high-quality development.关键词
