Theoretical Logic,Practical Path and Policy Recommendations for Developing New Quality Productive Forces in Traditional Industries

Abstract
The emergence of advanced productive forces as new quality productive forces goes through three stages:incubation,transformation,and ex-pansion.Among them,traditional industries are the main carriers for the transformation and expansion stages of new quality productive forces.Integra-ting theoretical and practical logic,the development of new quality productive forces is determined by different combinations of factors such as industrial types,the speed of industrial diffusion,the scale of carriers,technological levels,production relations,and production methods.The emergence of new-quality productive forces is not related to industrial categories.However,differences exist due to the varying quality of different industrial catego-ries,the different speeds of application in various industries,the different scales of industrial carriers,and the differences resulting from the combina-tion of industrial carriers.The new quality productive forces in traditional industries mainly develops through five pathways:to accelerate the develop-ment of new-quality productive forces by fully leveraging the role of the main carriers;to adapt to the development of new quality productive forces through adjusting production relations;to give birth to new quality productive forces by innovating the allocation of production factors;to speed up the development of new quality productive forces by laying out industrial chains;and to develop new quality productive forces by developing green produc-tivity.However,the development of new quality productive forces in traditional industries faces several misconceptions and shortcomings.These include the mistaken belief of"abandoning the old"by severing the connection between traditional industries and new quality productive forces,the blind pur-suit of new technologies by equating advanced technologies with new quality productive forces,the scarcity of original and disruptive technological inno-vations leading to insufficient cultivation of new momentum,and the lack of motivation to apply new quality productive forces to promote industrial up-grading and transformation.There is an urgent need to consolidate and enhance the status of traditional industries,strengthen the integration of innova-tion chains,industrial chains,capital chains,and talent chains,and focus on the"seven aspects"to promote the development of new quality produc-tive forces in traditional industries.关键词
