Cooperative Peacekeeping:Inter-organizational Cooperative Intensity Between the UN and Regional Organizations

Abstract
Strengthening cooperation with regional organizations is a significant trend in current UN reform and a crucial path for the transformation of UN Peacekeeping Operations.Among the UN-Regional Organization peacekeeping cooperation,the intensity of cooperation between the UN and the European Union(EU)is high,followed by the African Union(AU)with moderate intensity,while the cooperative intensity with the Association of Southeast Asian Nations(ASEAN)is relatively low.The reasons for these variations are closely related to the degree of resource dependence between international organizations and the compatibility of their organizational cultures.In the case of UN-EU peacekeeping cooperation,the UN has a high degree of resource dependence on the EU,and the organizational culture compatibility is also high,resulting in a high cooperative intensity.In the case of UN-AU peacekeeping cooperation,the UN has a low degree of resource dependence on the AU,but the organizational culture compatibility is high,leading to a moderate cooperative intensity.In the case of UN-ASEAN peacekeeping cooperation,the UN has a low degree of resource dependence on ASEAN,and the compatibility of organizational cultures is also low,resulting in a low cooperative intensity.Exploring the variations in the cooperation intensity between the UN and regional organizations in peacekeeping,as well as the underlying reasons,is of significant importance for advancing the theoretical research agenda of inter-organizational cooperation and for understanding how China can promote institutional reform in UN peacekeeping.关键词
