Abstract
International organizations are the main actors in international norms initiative,but contemporary international organizations are mostly led by Western countries,and therefore face the problem of Western-centrism,which imposes an unequal relationship on developing countries while ignoring the applicability of norms to them.In that case,it is necessary to examine the norms initiative models outside of international organizations.Both China and ASEAN are economies with rapid growth and greenhouse gas emissions facing serious threats from climate change.Thus,China's initiative for climate governance norms within ASEAN is quite significant from multiple dimensions.In the process of building a China-ASEAN community with a shared future,China and ASEAN have formed a psychological relationship of mutual trust,a win-win relationship,an equal rights relationship,and a civilizational relationship of mutual learning.On this basis,China has innovated its tactics of initiative for climate governance norms within ASEAN.Overall,these innovations are based on the equal and mutual trust relationship formed by both sides in long-term historical exchanges,and relies on the huge and close economic and trade relationship between the two sides and China's strong low-carbon economic strength.This paper provides insights into the relationship between international politics and the lifecycle of international norms.关键词
