Construction of an International Security Discourse System with Chinese Characteristics in the New Era

Abstract
The international security discourse system is an integral part of the national security system and an important instrument for safeguarding national security.Accelerating the construction of an international security discourse system with Chinese characteristics is a necessary step,with strong internal impetuses and significant external responsibilities.The basic logic underlying the construction of China's international security discourse system in the New Era is to cope with the uncertainty of rapid changes in the external environment,to accelerate the modernization of the national security system and capacity,to implement the Global Security Initiative and promote global governance.Since the 18th National Congress of the Communist Party of China,the construction of an international security discourse with Chinese characteristics has made significant progress in shaping the national security environment,promoting international common security,and participating in global security governance.The enhancement of China's national security capabilities has consolidated the discourse foundation for constructing the discourse system,the national security practice has accumulated discourse materials for the construction of discourse system,and the construction of independent intellectual system of national security studies has offered discourse strategies for constructing the discourse system.However,there are still some shortcomings in overall planning,research of academic interpretations,and optimization of discourse game strategies.In this regard,we must firmly establish the guiding position of a holistic approach to national security,strengthen the overall planning of the international security discourse system,interpret and disseminate national security strategies and policies effectively.We must emphasize the academic explanation of original discourse and enhance the theoretical foundation of the international security narrative.We must also expand the cooperation network among the discourse agents and optimize the strategic design of the discourse game to form the international security discourse power that matches national security practice.关键词
