An Evaluation of China's School Football Policies Within the Tools-Effectiveness Frame-work

Abstract
Based on the perspective of policy text measurement,this paper analyzes and evaluates school football policies,aiming to provide decision-making basis for the design and optimization of future school football policies.Taking 16 school football policies is-sued at the national level as the research object,a tool-effectiveness two-dimensional framework is constructed.Content analysis,PMC index model and text mining method are used to conduct a combined qualitative and quantitative analysis and evaluation.The re-sults show that there are problems such as the unbalanced use of policy tools and the disorder of internal structure in China's school football policy system.The governance system adheres to the government-led and school-based model,but social participation is in-sufficient and the cooperation among main bodies is not strong.The overall level of policy effectiveness is good,but some indicators need to be improved urgently.This paper puts forward corresponding optimization suggestions from the three stages of policy formula-tion,implementation,and evaluation and feedback,hoping to promote the high-quality development of school football.关键词
