从新《转化法》到新质生产力:我国科技成果转化政策演变分析
From the New Transformation Law to New Quality Productive Forces:An Analysis of the Evolution of China's Policies for Transformation of Scientific and Technological Achievements

Abstract
[Research purpose]In response to the requirements for accelerating the transformation of scientific and technological achievements into new quality productive forces in China,this study aims to provide practical references for researching and formulating scientific and technological achievements transformation policies that are adapted to the development of new quality productive forces.[Research method]This study systematically review the policy evolution concerning the transformation of scientific and technological achievements in China from the promulgation of the revised Law of the People's Republic of China on Promoting the Transformation of Scientific and Technological Achievements in 2015 until the proposition of new quality productive forces in 2022.This study selects 37 national-level policies for the transformation of scientific and technological achievements enacted between 2015 and 2022 as the research sample.It constructs a three-dimensional analytical framework encompassing"policy objects-policy instruments-transformation cycle"and employs policy text analysis methods to conduct a systematic examination.[Research conclusion]The findings reveal that the number of policies exhibits a fluctuating upward trend,indicating a progressively heightened national emphasis on the transformation of scientific and technological achievements.Policy types are characterized by"numerous regulations but few laws",suggesting a relative weakness in top-level legal design.Policy-making bodies become increasingly diverse,involving government agencies,universities,research institutes,and enterprises.Regarding policy objects,there is a tendency to prioritize"supporting provision over facilitating transformation",with greater emphasis on supporting research outputs compared to the critical stages of the transformation process itself.Supply-side policy instruments,such as funding provision and talent support,have always predominated,while demand-side instruments like government procurement and technical standards are relatively underutilized,potentially hindering the effective stimulation of market demand for scientific and technological achievements.关键词
