Media Convergence Policy Evolution and Innovation Pathways Based on Policy-Technology Roadmaps(P-TRM)

Abstract
[Research purpose]Media convergence represents a critical mission for propaganda work in the new era.Amid rapidly evolving technological advancements,examining the evolution of China's media convergence policies,clarifying the impact of policy,technology and market on media convergence,and proposing innovative pathways can enhance the effectiveness of media propaganda and help construct a comprehensive media communication system with Chinese characteristics.[Research method]Based on policy instrument theory,this study constructs a Policy-Technology Roadmaps(P-TRM)for media convergence through literature review,historical event analysis,case studies and others.It systematically analyzes the interactive mechanisms of policy,technology,and market in China's media convergence development process.[Research conclusion]In the policy dimension,during the integration development stage from 2013 to 2018,environmental policy instruments were dominant;during the deep integration development stage from 2019 to 2021,supply-side policy instruments continued to strengthen;and during the all-media communication system construction stage since 2022,demand-side policy instruments have significantly increased.In the technology dimension,media technology exhibits a trend of progressive deepening.In the market dimension,driven by both policy and technology,mainstream media have reshaped their public opinion platforms through comprehensive media matrices after experiencing the growing pains of traditional media transformation.Based on this,the study proposes targeted innovative pathways,including policy refinement,technological deepening,and market ecosystem optimization.关键词
