Abstract
The established structure of collective land rights is the premise of the second round of land extension.Changes in land functions under structural changes provide optional space for implemen-ting extension policies.The extension policy selection needs to seek a balance between maintaining in-stitutional stability and solving the land problems of some farmers.With the evolution of rural land sys-tem,the nature of collective land rights has been established in terms of land ownership,separation of land rights,stability of land rights,and intensity of land property rights.Destroying the formed land rights system will pay a high institutional cost.Landless population that have emerged and accumulated due to the long-term land contracting relationship have not fallen into survival and development predic-ament.They have addressed their livelihood security issues through active participation in urban non-agricultural employment and integration into urban social insurance system with higher benefit lev-els.They have made effective responses to landlessness under structural changes and reduced the imple-mentation cost of current land system.Analysis of current policy arrangements for land contract extension in the pilot areas reveals that collective economic organizations can meet the demands of some farmers for land interests while maintaining stable land rights through the flexibility of village community system.Based on this,policy recommendations for the second round of land contract extension are as follows:firstly,it's wise to utilize the second round of extension to achieve longer-term stability of land contract relationship and strengthen farmers'long-term expectations of land rights;Secondly,it's nec-essary to utilize the flexibility of collective community system to respond to land interest demands from some landless and land-scarce population;Thirdly,it's necessary to fundamentally implement urban rights for farmers who move to cities;and fourthly,it suggests increasing the level of basic rural pensions and achieve convergence of urban and rural social security systems.关键词
