承包地"三权分置"改革何以夯实乡村治理基础
How Does the Reform of Tripartite Entitlement System of Contracted Land Consolidate the Foundation of Rural Governance:Based on An Analytical Framework of"Embedding-Adjustment"

Abstract
Based on embeddedness theory,this study constructs a three-dimensional analytical framework of"embedding-adjustment"to explore the intrinsic mechanisms through which the reform of tripartite entitlement system of contracted land consolidates the foundation of rural governance.Taking S Village in W City as a typical case,the research delves into the adjustment mechanisms and practical logic of reform embedding within rural governance domain.The findings reveal:(1)Rule embedding helps clarify property rights boundaries by legally defining the scope of the"three rights",effectively mitigating interest conflicts caused by ambiguous property rights,and achieving the enforceability of in-stitutional rules and grassroots recognition through balanced interest adjustments;(2)Entity embedding overcomes obstacles in rural governance,facilitating the elimination of communication barriers among diverse actors,and building a governance network characterized by clear responsibilities and efficient operation through organizational strengthening and adjustment;(3)Resource embedding unlocks the po-tential of land capital by activating resource factors,promoting the transformation and appreciation of material,financial,and human resources,and realizing resource capitalization that reciprocally supports rural public service provision through value-enhancement adjustments.This study elucidates the"em-bedding-adjustment"relationship between the reform of tripartite entitlement system and the core ele-ments of rural governance foundations,providing theoretical and practical support for deepening rural land system reform and improving the organic integration of rural governance systems.关键词
