Anti-food Waste Actions in China:Policy Evolution,Existing Challenges,and Optimization Pathways

Abstract
Food security is a paramount national concern in China and reducing food waste is a crucial pathway to ensuring it.Effectively implementing Anti-Food Waste Law and establishing an effi-cient and enduring institution of food conservation becomes an urgent challenge that need to be ad-dressed.Drawing on the Public-Private Partnership(PPP)framework,this paper outlines a governance model for food waste reduction,focusing on four key components:strategy and commitment,collaboration,outputs,and impact.Based on this framework,the paper traces the policy evolution,imple-mentation outcomes,and existing gaps in China's anti-food waste efforts.It also offers a comparative a-nalysis of international leading practices,particularly those of the European Union and the United King-dom,as pioneers in food waste governance.To enhance China's food waste reduction initiatives and build an effective long-term conservation mechanism,the paper proposes several policy recommenda-tions:setting phased and sector-specific strategic goals to enable systematic and scalable governance;strengthening collaborative management systems to promote co-governance across society;issuing tailored action guidelines for different stakeholders to foster a resource-conserving culture;and establis-hing a comprehensive data collection and evaluation system to support regular evaluation and feedback.关键词
