人地产融合下乡村建设协同治理与价值创造路径研究
A Study on the Collaborative Governance and Value Creation Paths of Rural Construction Under the People-Land-Industry Integration

Abstract
Under the strategic impetus of promoting comprehensive rural revitalisation,rural construction currently faces dual challenges of"formalistic governance"and"lack of endogenous momentum",thus making inadequate value creation a core issue in urgent need of resolution.This paper proposes"people-land-industry integration"as a theoretical perspective for rural construction,employing collaborative governance as a practical approach to explore a value creation system that combines landscape enhancement with sustainable development.First,it traces the theoretical origins of the concept of"people-land-industry integration",drawing on the experience of Taiwan region in"place-making".It then reviews how rural landscape research has evolved from a focus on physical form into a more comprehensive socio-spatial-industrial system.Building upon these insights,the paper constructs an analytical framework characterised by"three-element integration,multi-stakeholder collaboration,and full-cycle management".Taking the Gongzhou area of Meizhou Island in Putian City,Fujian Province,as an empirical case,the study provides an in-depth examination of the critical challenges and stakeholder conflicts encountered during the renovation process,demonstrating how landscape revitalisation,industrial transformation,and digital empowerment jointly facilitate multi-dimensional value creation.As the birthplace of Mazu culture,the case area exemplifies how rural landscapes,spatial resources,and local industries can be holistically upgraded to achieve integrated value in the material environment,economic development,socio-cultural vitality,and ecological preservation.Furthermore,multi-stakeholder collaboration not only enhances the precision of rural landscape management but also generates positive incentives for community engagement and benefit-sharing.By implementing refined identification and design techniques,community-led interventions,supply-chain restructuring,and digital empowerment,a virtuous cycle of landscape improvement and value creation emerges.This study endeavours to enrich theoretical discussions on rural construction and design,while providing executable pathways for collaborative governance and value creation in similar rural contexts.关键词
