Research on Pricing Strategy for Intermodal Road-Rail Transport Based on Internalization of Carbon Emission Costs

Abstract
Freight prices directly affect the choice of transportation methods by shippers.Scientific and reasonable pricing can effectively enhance the advantages of intermodal road-rail transport(IRRT)in competition with road transport.Under the background of carbon peaking and carbon neutrality,the impact of carbon emission cost internalization on pricing was considered in the form of a carbon tax,and a bilevel programming planning pricing model was established based on profit analysis and generalized cost from the dual perspectives of IRRT operators and shippers.By comparing the changes in freight sharing rates of road transport and IRRT before and after considering carbon emission costs,the effectiveness of the carbon tax policy was analyzed,and then the influence of different carbon tax rates on the freight-related stakeholders was studied.The results show that the carbon tax policy can reduce the carbon emissions of the freight industry;when only considering the two modes of road transport and IRRT,as the carbon tax rate increases,the pricing of IRRT rises,and the sharing rate shows an overall upward trend.This study provides decision support for multimodal transport operators to optimize pricing strategies and achieve profit growth and offers a reference for the government to formulate and levy carbon taxes.关键词
