Eurasian Integration:Russia's Institutional Mechanism Building and Discourse System Construction

Abstract
Institutional mechanisms and discourse construction play a crucial role in the process of regional integration.As a major Eurasian power,Russia has made sustained efforts since its independence to promote Eurasian integration through government-led initiatives and collaboration between officials and scholars.In terms of institutional construction,Russia has made the following efforts,including:the devel-opment from the Commonwealth of Independent States(CIS)to the Union State of Russia and Belarus,and later the Customs Union of Russia,Belarus,and Kazakhstan;the evolution from the Eurasian Economic Community(EEC)to the Eurasian Economic Union(EAEU);the elevation from the Collective Security Treaty to the Collective Security Treaty Organization(CSTO);and its participation in multilateral platforms such as the Shanghai Cooperation Organization(SCO)and the BRICS.In terms of discourse system con-struction,Russia has developed multiple ideological and conceptual frameworks,including:the development from"Neo-Eurasianism"to the"Greater Eurasian Partnership";the progress from the narra-tives of"Slavic Brotherhood"to those of"Russian Civilization"and the"Russian World";the enrichment of theoretical notions such as"New Regionalism","Neighboring Countries-Distant Countries,"and the"Arc of Stability"to the visions of a Eurasian Union.While Russia has achieved some successes in institu-tional and discursive construction,it has also encountered setbacks,leaving both experiences and lessons.There exist significant tensions and paradoxes between Russia's ambitions and actual capabilities;the inter-nal and external dynamics of Eurasian integration;Moscow's integrative efforts versus the"De-Russifica-tion"trends in Eurasia;the broader historical trends and Russia's traditional strategic preferences.Those challenges render the path of Eurasian integration arduous and protracted.For Russia,another critical task lies in aligning its institutional mechanisms with China's Belt and Road Initiative(BRI)and achieving dis-cursive complementarity—a key theme in contemporary Eurasian geopolitics.关键词
