Abstract
Upon returning to the U.S.presidency,Donald Trump embraces the philosophy of techno-accel-erationism.Departing from his largely"anti-science"stance during his first term,he advocates aggressive measures to propel U.S.AI development and accelerate U.S.advancement in the global AI race.The reality that great-power competition intertwines with the Fourth Industrial Revolution subjects the U.S.to pressures concerning traditional material security and challenges to its ontological security.In this regard,Trump-allied with segments of Silicon Valley's tech elite-forges consensus on techno-accelerationism.His strategy seeks to secure global AI dominance to bolster traditional material security through resource acquisition.Concurrently,it seeks to mitigate ontological security risks by deeply embedding AI within the domestic ad-ministrative system to reform governance practices.In terms of specific approaches,regarding traditional material security,Trump explicitly articulates objectives centered on preserving hegemony.This involves enhancing U.S.AI capabilities and influence,constraining rival states'AI advancement,and boosting U.S.AI's international appeal through positive-negative narrative contrast.Regarding ontological security,Trump promotes the integration of AI into the administrative system by expanding its application breadth,improving its adaptability,and strengthening its safety to beef up his domestic political agenda.By analyzing the national security logic underpinning the Trump administration's AI policies,this paper aims to offer a novel lens to examine U.S.technological competition strategy and the nexus between technological development and global power dynamics amid shifting international orders.关键词
