The Formation Process,Logic,and Effects of Japan's"Official Security Assistance"(OSA)Mechanism

Abstract
In April 2023,Japan established its first"Official Security Assistance"(OSA)mechanism,ai-ming to enhance the military capabilities of partner nations through the provision of defense equipment,sup-plies,and military infrastructure support.The institutionalization of OSA evolved through three phases:a formative exploration period,a strategic reorientation period,and a policy restructuring period.This pro-gression signifies a definitive departure from Japan's postwar constraints on military-related foreign aid,re-flecting a shift in its national security strategy.The logic behind the OSA is driven by three interconnected factors:systemic responses to power shifts in the Asia-Pacific and alliance commitment dilemmas,cognitive prioritization of proactive deterrence to address security anxieties,and strategic integration of mili-tary planning with economic security agendas to redefine Japan's global influence.The militarized nature of OSA risks triggering geopolitical spillover effects,including accelerated arms races,heightened security di-lemmas in the Indo-Pacific,weakened regional multilateral cooperation,diminished strategic autonomy for smaller regional states,and intensified international skepticism toward Japan's security intentions.关键词
