The Development and Assessment of AUKUS Pillar Ⅱ:An Analysis from the Perspective of Technological Blocism Theory

Abstract
Complementing the nuclear submarine cooperation under AUKUS Pillar Ⅰ,Pillar Ⅱ refers to tri-lateral collaboration in the development and military application of cutting-edge technologies such as cyber capabilities,artificial intelligence,and quantum technologies.Since the alliance was established in 2021,the three member countries have engaged in extensive coordination under the Pillar Ⅱ framework,involving technological cooperation,institutional restructuring,and the creation of innovative mechanisms.These de-velopments reflect the interactive dynamics of member collaboration and technology diffusion from the per-spective of Technological Blocism theory.The progress under Pillar Ⅱ is likely to have profound implications for both competition and cooperation among technological blocs,namely deepening intra-bloc technological collaboration while reinforcing trends toward the securitization and bloc-formation of technology.While the future of Pillar Ⅱ holds great expectations for further advancement,its trajectory may face uncertainties stemming from political shifts,such as a potential return to America First policies under the Trump adminis-tration.关键词
