Building the Digital Twins of the Ocean from the Perspective of Global Governance:Opportunities and Challenges

Abstract
As a new technological infrastructure in the AI era,digital twins are reshaping the underlying logic of the relationship between humanity and nature.With its unique capabilities of integrated monitoring and prediction engines,the digital twin of the ocean demonstrates the revolutionary significance of new quality productive forces in the interaction mode between humans and the ocean.Digital twin technology has triggered fierce competition for data resources,emerging marine industries,and maritime military advantages among countries.In the process of the ocean governance in the age of AI and digitalization,there are three pairs of intertwined contradictions:"technology vs society","state vs market",and"local vs global".Global governance must make institutional responses to these contradictions and challenges,effec-tively deal with the data rights and algorithmic power,mitigate irrational competition among major powers,attach importance to the process governance of the construction of digital twin of the ocean,improve relevant technical,economic,and political mechanisms,and maximize governance efficiency.关键词
