基于PMC指数模型的闽台农业融合发展政策量化评价
Quantitative Evaluation of Agricultural Integrated Development Policies Between Fujian and Taiwan Based on PMC Index Model

Abstract
[Objective/Meaning]The integrated development of agriculture between Fujian and Taiwan is a key link of cross-strait communication and cooperation,and an effective policy support system is urgently needed.The quantitative analysis of policy texts can provide scientific basis and improvement suggestions for the formulation and improvement of policies.[Methods/Procedures]In this study,37 policy texts for the agricultural integrated development between Fujian and Taiwan issued at the national,provincial and prefecture-level cities were taken as the research object.Then,the index system for policy evaluation was constructed by combining the policy text mining(ROST CM6)with the PMC index model,and 12 representative policy texts were quantitatively evaluated and empirically analyzed.[Results/Conclusions]Among the selected 12 policies,8 policies were evaluated as excellent and 4 policies were evaluated as good,indicating an overall favorable trend and reasonable design of the policies.However,some policies still faced the issues such as insufficient predictability and supervision,inadequate integration of policy timeliness with long-term and short-term planning,and insufficient combination of macro and micro perspectives.Based on these findings,the targeted optimization countermeasures were put forward from the three dimensions of policy property,timeliness,and multi-dimensional perspectives,aiming to promote the scientific and systematic construction of the policy of agricultural integrated development between Fujian and Taiwan.关键词
