基于防御性驾驶理念,探讨其在防范商渔船碰撞事故中的应用价值.通过系统分析2010-2024年中国商渔船碰撞事故的整体态势与典型案例,重点剖析商渔船会遇情境中涉及的心理认知因素与行为困境,揭示人为因素对碰撞风险的关键影响.在此基础上,从防御性驾驶原则出发,提出一系列应对策略.本研究强调超越单纯依赖规则与技术手段的局限性,为商船船员提供具有实操性的主动防控建议,旨在提升海上交通安全水平.
This paper explores the application value of defensive navigation in preventing collisions between merchant vessels and fishing vessels.Through a systematic analysis of the overall situation and typical cases of such collisions in China from 2010 to 2024,it focuses on examining the psychological and behavioral challenges during encounters between merchant vessels and fishing vessels,highlighting the critical impact of human factors on collision risks.Based on the principles of defensive navigation,a series of response strategies are proposed.This study emphasizes moving beyond the limitations of relying solely on rules and technical means and providing practical and proactive prevention strategies for merchant vessel seafarers,aiming to enhance the overall safety of maritime traffic.
