Issues and Countermeasures Related to the Management of Seafarer's Passports for Fishery Seafarers from the Perspective of Digital and Intelligent Transformation
摘要
Abstract
As the legal identity document for Chinese seafarers to enter and exit the country and practice abroad,the management efficiency of seafarer's passport directly affects the healthy development of the offshore fishery and the protection of seafarer's rights and interests.Based on the perspective of digital and intelligent transformation,this paper systematically analyzes the structural contradictions existing in the current management of fishery seafarer certificates in terms of quota mechanism,supervision means,credit system,and departmental coordination.Furthermore,in view of the application practice of artificial intelligence-related technologies,it proposes innovative countermeasures such as dynamic quota management,multi-dimensional cross-verification,credit data integration,and digital and intelligent upgrade of certificates,aiming to build a full-process digital supervision system,and contribute to the implementation of the"Strong Maritime Country"national strategy.关键词
