Exploration on Promoting Higher-level Co-governance of Merchant Vessels and Fishing Vessels in Fuzhou Jurisdiction
通过系统梳理福州海事局2022-2024年商渔共治体系的演进路径与实践成效,针对福州水域通航密度高、资源丰度高、风险系数高、商渔空间重叠率达76.3%的"三高一重叠"特征,提出"融合式治理共同体+智慧型防控体系+预防型制度体系"升级路径,为中国沿海商渔安全治理提供范式支撑.
This paper systematically reviews the evolution and practical outcomes of the co-governance system for merchant vessels and fishing vessels activities implemented by the Fuzhou Maritime Safety Administration from 2022 to 2024.In response to the characteristic of"three highs and one overlap"in Fuzhou waters,i.e.high navigation density,high resource richness,high risk coefficient,and a 76.3%spatial overlap rate between merchant and fishing zones,It puts forward an upgrade path of integrated governance community,intelligent prevention and control system,and preventive system,aiming to provide a model for the governance of merchant vessels and fishing vessels safety along the coast of China.
