Abstract
In recent years,as China's maritime authorities have become increasingly involved in international affairs and global governance,building the institutional discourse power in international maritime governance that aligns with China's comprehensive national strength and international status is an inherent requirement for breaking Western hegemonic discourse and maintaining the balance of international maritime order.Currently,China's maritime development has achieved a historic breakthrough,with the influence of international proposals increasingly deepening and the openness of maritime image displayed.There are still problems such as poor quality of proposals submitted to international organizations,urgent need for improvement in international maritime talent cultivation,limited regional cooperation leadership,and lagging participation in international maritime legislation.This paper proposes to promote the practical combination of maritime performance with academia,industry,research and application,optimize the construction of an international maritime talent team,create a discourse community,explore the possibilities of regional cooperation,and improve maritime legislation,aiming to accelerate the construction of China's institutional discourse power in international maritime governance.关键词
