政策工具视角下我国门诊共济保障政策研究
Quantitative Analysis of the Security Policy of Outpatient Mutual Aid Services in China from the Perspective of Poli-cy Tools Based on The Provincial-Level Policy Texts

Abstract
Objective To compare and analyze the policy tools selected in the process of promoting the reform of outpatient mutual aid in various provinces in China and their application status,and provide suggestions for improving the implementation effect of outpatient mutual aid security policy.Methods The relevant policy documents on the reform of outpatient mutual aid secur-ity system issued by 31 provinces in China were collected.From two dimensions of policy tools and stakeholders,based on Roth-well and Zegveld's classification method of policy tools,the content of policy texts,names and categories of policy tools were clas-sified,the use frequency of various policy tools was counted,and their application status was analyzed.Results A total of 12 sec-ondary policy tools were used in 31 provincial-level policy documents related to outpatient mutual aid security.The application of policy tools was overall uneven,which dominated by environmental policy tools,followed by demand-oriented policy tools,and the last was supply-oriented policy tools.In addition,from the perspective of stakeholders,policy items involving government a-gencies were the most abundant.In contrast,policy content for designated pharmaceutical institutions was relatively scarce.Con-clusion It is suggested to optimize the application composition of policy tools,increase the use of demand-oriented and supply-oriented policy tools,especially the secondary tools for migrant medical treatment and information platform construction,intensify the propaganda and guidance of use of the secondary tools to reduce the risk of public opinion,value the designated medical insti-tutions and insured persons to achieve a balanced distribution of policy content among various stakeholders to ensure the maximum realization of policy goals.关键词
