渔业专业合作社参与捕捞限额制度试点的实效、困境和政策建议
Effectiveness,dilemmas and policy recommendations of the participation of professional cooperatives in the TACs

Abstract
As fishery resources continue to decline,the catch limit system has been widely used as an important management tool aimed at achieving the sustainable use of fishery resources by setting a reasonable upper limit on catch.Fishery professional cooperatives play an important role in risk diversification,information interaction and communication and consultation due to their flexible,voluntary and independent characteristics.Taking Huacheng Fisheries Professional Cooperative as an example,we analyze the actual effects of fisheries professional cooperatives' participation in the pilot catch limit system and their dilemmas in the process of implementation,and put forward corresponding countermeasures for improvement.The participation of fishery professional cooperatives in the fishing quota system faces structural deficiencies in the regulation and enforcement of laws and regulations,tensions in the interaction between the strategies of 'controlling people' and 'controlling nets',the serious problem of 'aging' of members,and the lack of high-quality fishermen.There are many challenges,such as the serious problem of 'aging' of community fishermen,the lack of high-quality technical personnel,and the insufficient dissemination and popularization of the policy.It is recommended to improve the management system of fishing quota system,explore innovative ways to manage fishermen and fishing gear to meet localization needs,rebuild the image and provide policy incentives,actively partner with relevant universities,promote an inclusive culture,and set up a platform for education and dissemination of fisheries policies.关键词
