我国养老机构应对重特大突发事件的组织脆弱性分析与政策启示
The Organizational Vulnerability Analysis of Long-Term Care Facilities and Policy Implications in China in Response to Major Emergencies

Abstract
Long-term care facilities(LTCFs)demonstrate particular vulnerability to major emergencies.At present,there are approximately 390 000 LTCFs in China.The"14th Five Year Plan"for the Development of Civil Affairs has listed their improvement of emergency response capabilities as a key project in civil affairs.Or-ganizational Contingency Theory and Crisis Life Cycle Theory are employed to conduct a comprehensive vulner-ability assessment of LTCFs in response to major emergencies from the individual level(older adults),the organi-zational level(emergency organization,emergency system,emergency plan,profit cycle and professionals)and the environmental level(national legal standards and resilient community system).The study reveals that at the individual level,the older population exhibits physiological,psychological,and social vulnerabilities.At the or-ganizational level,LTCFs face challenges such as dysfunctional emergency response systems,inadequate institu-tional standardization,suboptimal contingency plans,prolonged profitability cycles,and a shortage of profession-al staff.At the environmental level,vulnerabilities include incomplete national legal standards and underdevel-oped resilient community support systems.By deconstructing the hierarchical manifestations and formative logic of vulnerabilities in LTCFs,the findings provide actionable insights for policymakers seeking to strengthen emer-gency management systems in LTCFs through targeted interventions and systemic improvements.关键词
