面向空地协同的重大灾害应急资源配置新范式
A New Paradigm of Emergency Resource Allocation for Major Disasters Oriented to Air-ground Coordination

Abstract
"Accelerate the construction of aviation emergency rescue system and strive to improve the ability of air-space cooperative rescue"is an important part of the"14th Five-Year Plan"national emergency system plan-ning.Under the cooperative rescue of open space,emergency resources are more diverse,decision-making bodies are more diverse,decision-making levels are more multi-dimensional,and decision-making environment is more changeable,which brings challenges to emergency command and dispatch.A new paradigm of emergency re-source allocation for major disasters is proposed based on the background of major disasters,from the perspective of air-ground cooperation,and the main line of"disaster prediction-resource matching-task assignment-re-source scheduling".The disaster prediction and resource allocation are integrated into a"task-driven"logic to re-alize dynamic and accurate allocation under air-ground cooperation.Among them,the disaster prediction chang-es from"demand-oriented"to"task-oriented";the matching of rescue tasks and resources has changed from"ex-tensive assignment"to"precise matching";The distribution of rescue tasks has changed from"unified deploy-ment"to"collaborative cooperation";Resource scheduling changes from"single dimension"to"open space inter-action".Analyzing the specific problems of resource allocation and putting forward optimization and modeling ideas for related problems will help establish the link between traditional ground and air emergency optimization problems and improve the existing emergency resource allocation theories and methods.关键词
