摘要

Abstract

As an important initiative to implement the plan for building a powerful education country in the new era of vocational education,promote high-quality development of vocational education,and construct a modern vocational education system with Chinese characteristics,the"Plan for the Construction of High-level Vocational Colleges and Majors with Chinese Characteristics(2025-2029)"has undergone a series of significant changes and innovations in terms of logical starting points,performance indicators,development models,and construction entities compared to the first round of the"Double-High Plan".The internal mechanism of the"double-high"in the second phase urgently requires the construction unit to solve a series of new construction and management problems,such as how to stimulate the participation of enterprises and create effective participation paths,how to form a strong system and operation system to support the construction of professional groups,and how to build an integrated comprehensive performance evaluation system.The construction unit needs to update the three major project construction concepts,namely the big system view,the overall view,and the collaborative view;build three major platforms of industry-education integration platform,school support platform,and information management platform;build a project construction and management team that integrates schools and enterprises,collaborates with school groups,and has no boundaries within the group;build a project evaluation system and incentive mechanism that is demand-oriented,diverse,and highlights contributions,fully leverage the leadership and incentive role of performance evaluation,form a"four in one"coordinated development pattern,efficiently promote project construction,achieve expected construction goals,enhance adaptability and service capabilities,and better support regional economic and social development as well as key industries.
