Building an Important World-class Education Hub:The Logic and Pathways for High-Quality Internationalization of Vocational Education

Abstract
Building an important world-class education hub is crucial for achieving"a leading country in education"with Chinese characteristics by 2035 and a key driver of China-style modernization path.Vocational education provides robust support for the construction of"leading country in education".Enhancing international influence is an inherent requirement for the high-quality development of vocational education in China and a vital task in comprehensively advancing the"major reforms"in vocational education.The coupling logic between vocational education and internationalization has become the core focus of its high-quality development.Historically,vocational education internationalization has evolved through four stages:foundational inception,initial shaping,exploratory transformation and system formation.In terms of value logic,establishing a vocational education"Chinese paradigm"with high recognition and strong contributions has emerged as the core driving force for China's vocational education development.From the practical logic perspective,cultivating internationally competitive local skilled talents to serve national initiative and regional socio-economic development serves as a benchmark for the high-quality advancement of vocational education in China.Currently,the primary practices of vocational education internationalization in China involve high-quality,high-standard"introducing"and diversified,sustainable"going globally".However,constraints such as lagging support systems relative to grassroots innovation,inadequate institutional governance mechanisms,and shortcomings in comprehensive capacity building persist.To address these issues,measures including strengthening top-level design and strategic planning,reinforcing institutional safeguards and coordinated management,optimizing organizational frameworks and internal/external governance,focusing on demand-oriented approaches with digital empowerment,and platform development with multi-stakeholder collaboration should be implemented,so as to create a distinctive vocational education brand with Chinese characteristics,and contribute to China's emergence as an important world-class education hub with significant influence.关键词
