水资源利用与产业结构调整的适配度测算及演变态势分析

Abstract
To meet the requirements of establishing a robust constraint system for water resources,exploring the adaptation degree and evolution trend between water resources utilization and industrial structure adjustment can provide valuable decision-making refer-ences for adapting and optimizing water resources and industrial structures in China.Taking 11 provinces within the Yangtze River Eco-nomic Belt as research subjects,this paper analyzed the adaptation mechanisms of water resource utilization and industrial structure ad-justment.Furthermore,an evaluation index system and model were constructed to assess their level of adaptability.By combining Dagum's Gini coefficient with Kernel density estimation,spatial-temporal differences and dynamic evolutions in adaptation were further ana-lyzed.The results showed that:While implementing a rigid constraint system for water resources,it was crucial to accurately understand each province's stage of industrial structure development and establish effective connections between water supply,usage,drainage,re-claimed water systems,as well as industrial structure adjustments.The level of adaptation in both water resource utilization and industri-al structure adjustment within the economic belt and its sub-regions continued to improve over time.Spatial-temporal variations in adaptation among different regions within economic zones played a significant role in determining overall spatial-temporal differences in adaptation across these zones.Therefore,to achieve positive interactions between regional water resource utilization and industrial lay-out/structural adjustments,each region should actively implement new requirements related to"rigid constraint systems for water re-sources"while exploring unique approaches that align regional characteristics with forced constraints on both water resources manage-ment practices.关键词
