摘要

Abstract

To gain a deeper understanding of regional logistics industry efficiency and its underlying patterns,and to promote the in-dustry's transition toward low-carbon and high-quality development,assit in achieving China's"clual carbon"goals.This study ana-lyzed panel data from the central region's logistics sector between 2014 and 2023.Incorporating the principles of low-carbon economy,the research employed the non-radial super-efficiency SBM-DEA model and the GML index model to evaluate low-carbon logistics efficiency from both static and dynamic perspectives.The findings revealed that the overall low-carbon efficiency of the logistics indus-try in the central region remained relatively low during the study period,with significant inter-provincial disparities.Low-efficiency areas tended to cluster in contiguous regions,while high-efficiency areas were more dispersed.The comparison of efficiency before and after incorporating carbon constraints demonstrated that efficiency was significantly overestimated without carbon constraints,whereas the inclusion of carbon constraints led to a more realistic decline in efficiency.Total factor productivity analysis indicated a"W-shaped"fluctuating upward trend across provinces,with technological change being the primary driver of productivity shifts.Low-efficiency provinces were advised to prioritize improvements in technological efficiency,while high-efficiency provinces relied on technological advancements to sustain productivity growth.The combined analysis of static efficiency and dynamic productivity suggested that the con-centration of low-efficiency areas and the dispersion of high-efficiency areas highlighted the central region's substantial potential in low-carbon logistics.This underscores the urgent need for policy support,enhanced technological innovation and regional collaboration to unlock this potential,and enhanced low-carbon concepts and industry awareness.
