军民深度融合背景下高校产学研协同创新体系构建

Abstract
Building a deep collaborative system between military and civilian is the strategic goal of China's national defense science and technology innovation system construction in the new era.This paper systematically analyzes the development mode of international military-civilian integration and the development process of domestic military-civilian integration.It is further proposed that defense industry-university-research(IUR)collaborative innovation system is based on strategic,organizational and knowledgeable collaboration.It is analyzed that the influence of cooperation mode,innovation collaborative elements and innovation driving force on the deep development of military-civilian integration.As an important participant in defense IUR collaborative innovationsystem,universities should start from four aspects:optimizing design and planning,improving policy support,strengthening discipline construction and attaching importance to talent training.Guided by the dual-use market demand,universities should establish a platform for military-civilian integration information exchange,a supporting platform for technology transfer and a demonstration platform for achievement display,so as to realize collaborative innovation and promote deep military-civilian integration.关键词
