产业发展规划何以提升区域油茶产量?
How can industrial development plan increase regional Camellia oleifera production?

Abstract
The development of forest food is an important measure to build a diversified food supply system and ensure national food security.Based on the provincial panel data,this paper empirically tested the yield increase effect of the industrial development plan by using progressive difference-in-difference method,and further analyzed the internal mechanism,heterogeneity and secondary effects.The results showed that:Firstly,the impact of industrial development plan on regional Camellia oleifera production was positive and significant,and the benchmark regression coefficient was 17.8500.Secondly,the heterogeneity analysis showed that the policy effect of industrial development plan on the core and active regions and the"low-yield"regions was more significant,with the impact coefficients of 22.3400 and 10.1300,respectively,but the impact on the general areas was not obvious.Thirdly,the results of further mechanism test showed that the yield of Camellia oleifera was significant at 5%significant level and the planting area was significant at 1%significant level,indicating that the development plan of Camellia oleifera industry increased the total regional yield by increasing the yield of Camellia oleifera and expanding the planting scale.Fourthly,the secondary effect test proved that the policy had no adverse impact on the production of major oilseeds,which was in line with the original intention of the policy design.This paper first empirically tested the regional yield increase effect and mechanism of Camellia oleifera industry development plan,which not only enriched the research on the policy effect evaluation of woody grain and oil related support policies,but also provided theoretical support and empirical basis for further improving the support policies of woody grain and oil industry such as Camellia oleifera.Accordingly,this paper proposed improving the development plan of the regional Camellia oleifera industry,optimizing the allocation of industrial development factors,strengthening industrial integration etc.according to local conditions,so as to promote the development of Camellia oleifera industry,and ensure the national grain and oil security.关键词
