Benchmarking Evaluation of Scheduling Efficiency Considering Hydropower Stations Characteristics Based on Hybrid Multi-criteria Decision-making Method

Abstract
To address the challenge of fairly evaluating the scheduling efficiency of different hydropower stations due to significant hardware facility disparities,a comprehensive and equitable benchmarking evaluation method that explicitly considers the unique characteristics of individual stations is proposed.This evaluation method is designed to assess the multi-period scheduling efficiency of hydropower enterprises and identify their operational gaps.The evaluation method integrates the Weighted Maintenance Object theory(WMO),a combined weighting approach,and an improved TOPSIS method,and is applied to evaluate the scheduling efficiency of 37 hydropower stations owned by seven basin entities in Southwest China.The simulation results demonstrate that the stations with higher efficiency exhibit superior performance in terms of water consumption for power generation,spilled hydropower and water utilization rate,and similarly,the basins subjected with higher efficiency show better performance levels concerning water consumption for power generation and spilled hydropower.Furthermore,compared to other multi-criteria decision-making methods,the proposed method demonstrates higher consistency and better discriminative capability.Therefore,this method proves to be an effective and fair tool for evaluating hydropower station scheduling efficiency,capable of handling individual station variations and identifying operational gaps.关键词
