生态功能区横向生态补偿标准测度研究
Study on measuring horizontal ecological compensation standards in ecological functional areas:A case study of the ecological conservation areas in Beijing

Abstract
Horizontal ecological compensation has been regarded as a realistic demand to address the challenges associated with the low efficiency of vertical ecological compensation.It is conducive to promoting the equity of regional development rights and facilitating the equal distribution of environmental benefits.As an essential link of the horizontal ecological compensation mechanism,measuring compensation standards provided valuable insights for adjusting the ecological responsibility relationship between ecological functional areas and major development zones.First,taking the ecological conservation areas in Beijing as the subject of a case study,we calculated the opportunity cost loss as the lower limit of the compensation standard with the market comparison methodology.Second,we employed the value equivalent factor method and the ecological location quotient to quantify the spillover of ecosystem service value,which allowed us to determine the upper limit of the compensation standard.Then,we adopted the Rubinstein bargaining game to narrow the compensation interval and formulate specific compensation standards.The results showed the following:in 2022,the compensation standard for the ecological conservation areas ranged from CNY 2.455 billion to CNY 5.012 billion.Through the bargaining process,the total horizontal eco-compensation amount was finally determined to be CNY 3.666 billion.Therefore,compared to the current level of support,it was still necessary to increase funding for ecological conservation areas further.We recommend exploring the formulation of technical specifications for quantifying compensation standards,promoting the dynamic optimization of compensation standards in combination with reality,and enhancing the policy support and guarantee system for compensation.关键词
