Abstract
To promote the construction of"happy rivers and lakes"against the background of high-quality development,this paper analyzes its core connotation,uses the output-oriented three-stage DEA model to construct an evaluation system for river and lake governance efficiency,and studies the comprehensive efficiency of the first batch of"happy rivers and lakes"pilot provinces.The results show that the efficiency of river and lake governance is affected by the external environment,internal management,and technological levels.The efficiency of input resource utilization was positively correlated with the area of the water area and negatively correlated with the regional GDP.Input redundancy is the main bottleneck restricting the improvement of governance efficiency.To improve the efficiency of river and lake governance,this paper proposes optimizing resource allocation from the input perspectives of capital,technology,and personnel,aiming to propel China's"happy rivers and lakes"initiative into Phase 3.0.关键词
