Practical Approaches of Re-organization in Grassroots Sports Governance:Based on Grassroots Governance Practice of Public Sports Affairs in Shanghai

Abstract
The re-organization of grassroots sports governance is a process of re-organizing multiple social sports forces in the absence of sports administrative departments,reflecting the development direction and trend of sports socialization.Taking the four elements of"subject,resource,method and rule"as the analytical framework,this paper deeply analyzes the practice and corresponding problems of grassroots governance of public sports affairs in Shanghai,and explains the structural reorganization process of grassroots sports governance re-organization.It finds that the re-organization of grassroots sports governance follows the logical mechanisms of co-creation of multi-subjects,integration of grassroots resources,optimization of governance methods,and implementation of corresponding rules,and reconstructs a networked grassroots sports governance structure.In practice,efforts should be focused on four aspects:gathering multiple governance subjects,coordinating multiple governance resources,precisely applying governance methods,and standardizing governance rules,so as to achieve the re-organization of grassroots sports governance and thus solve the"last mile"problem of grassroots sports governance.关键词
