Political Empowerment and Multiple Leverages:The Socialized Operational Mechanism of Community Foundations

Abstract
In the process of modernizing grassroots governance systems and ca-pacities,community foundations emerge as a result of institutional and organizational innovations in grassroots governance systems and social service models,playing a unique role in governance effectiveness.However,community foundations driven by the gov-ernment often exhibit a strong administrative logic.This paper,from the perspective of"administrative channeling organizations,"deeply analyzes the background and opera-tional logic of community foundations in Chengdu.The study finds that the government empowers community foundations through institutional means,using organizations as a pathway to stimulate grassroots vitality and innovate governance mechanisms.Moreover,Chengdu's community foundations not only grow orderly under government endorse-ment but also continuously draw on social forces,achieving social development in mul-tiple dimensions such as personnel allocation,fund-raising,and project execution by leveraging enterprises,coordinating organizations,and involving residents.Delving in-to the social operation process of Chengdu's community foundations reveals that institu-tional empowerment,governance endowment,and the alignment of interests are the deep-seated reasons for achieving and maintaining socialization goals.This social opera-tion model,which presents the interaction between the party-government and society,plays a positive role in promoting cooperation and co-governance among multiple stake-holders.关键词
