Modern Transition of Community Charity:Process,Challenges and Paths

Abstract
Community charity has become one of the important strategic direc-tions for development of charity with Chinese Characteristics.As China has a tradition of mutual aid among neighbors and rural identity,how to prosper and develop modern community charity has become an important issue in the current and future peri-od.How does traditional community charity move towards modern community charity?This paper takes the interaction between community and charity as a perspective,re-views the development of charitable activities in successive community movements in the West since modern times,and compares and contrasts the development process,characteristics,challenges and future path of community charity in China.This paper finds that western community charity has experienced a transmutation process from char-itable aid to community service,from direct service to empowering community devel-opment,and from passive acceptance of public service orders to active participation in community governance.Since the reform and opening up,China's community charity has had a similar trend on the path of modernization and development,while reflecting characteristics in terms of state-led,mutual-help and cooperative charitable spirit and transitional type.At the present stage,China's community charity still faces challenges such as relatively single function,obvious structural constraints,urgent need for inher-itance and innovation of charitable culture,and shortage of systems.This paper suggests accelerating the integration of the transformation of philanthropy and the modernization of local governance,stimulating the vitality of community self-governance,fostering the soundness of various types of community philanthropic subjects,transforming and innovating the traditional philanthropic culture,and establishing and improving the in-stitutional system for community philanthropic participation in local governance.关键词
