The Logic of Grassroots Governments in Supporting Hub-type Social Organizations

Abstract
The cultivation of hub-type social organizations represents a crucial step in advancing the transfer of government functions,optimizing the provision of public services,and enhancing the public nature of communities in China.This paper endeavors to transcend the binary opposition between"hub empowerment"and"hier-archical constraints",aiming to elucidate the operational logic underlying the cultiva-tion of hub-type social organizations by local governments at the grassroots level.The research reveals that Street M,confronted with the challenges of ensuring the effective-ness of public services and innovating social governance mechanisms,opts to"draw on the strength"of social organizations.In this process,Street M delegates the role of"di-rect cultivator"to entrepreneur D,who brings along market resources and operational capabilities,while confining its own role to that of an"indirect cultivator"providing resource support.Entrepreneur D adopts the concept of"public welfare-oriented opera-tion"and the strategy of"establishing hubs through enterprises",enabling the opera-tion of associations and the operation of enterprises to reinforce each other.This paper contends that the debate over the operational efficiency of"government-run hubs"ver-sus"privately-run hubs"is a fallacy,with the crux lying in the specific modalities of government intervention and the types of government-society relationships it engen-ders.To mitigate the negative impacts of government intervention,it is essential to pre-cisely define the"indirect"nature of the government's role,foster an institutional envi-ronment conducive to maintaining a consultative and cooperative relationship between the government and hub-type social organizations.关键词
