县域城乡基本医疗卫生服务均等化的实践研究
Equalization of basic medical and health services in urban and rural areas at the county level:A case study of N City
摘要
Abstract
As one of the five key livelihood domains,basic medical and health services constitute a cruci-al component in advancing the equalization of fundamental public services.Through an exploration of the specific practices of basic medical and health services in N City,this paper summarizes three measures adopted by N City to promote service equalization regarding personnel,resources,and processes:safety-net,supportive,and devel-opmental approaches.However,from the perspective of daily life in urban and rural areas at the county level,the observed imbalances can be attributed to the interplay of"space-relationship-demand"factors.This indicates that the urban-rural disparity in basic medical and health services at the county level still faces institutional and policy challenges,with the core issue lying in the diversified healthcare demands of urban and rural residents.Therefore,under the framework of urban-rural integration,county-level basic medical and health services should align with the patterns of daily life in both areas.A bottom-up approach is key to understanding and addressing residents'practical living conditions,thereby narrowing existing gaps.关键词
