摘要
Abstract
Guangdong Province,as one of China's leading provinces in terms of both economy and population,must comprehensively enhance its water security capacity to support high-quality socioeconomic development.Based on a systematic analysis of the province's water resources development status,current situation,and challenges,this paper identifies fundamental,overarching,and long-term issues constraining Guangdong's water security and proposes the overall"1234"framework for the 15th Five-Year Plan period.This framework aims at the development goal of"taking the lead",driven by the dual engines of"reform and innovation"and"law-based water governance",focusing on the three key guarantees of"flood control safety,water supply safety,and ecological safety",and advancing the four dimensions of"construction,management,prevention,and protection".Key measures include accelerating the construction of a modernized water infrastructure network,creating a model of modern water governance,preventing and mitigating major flood and drought risks,advancing the vision of a water-beautiful Guangdong,stimulating vitality and momentum in water resources development,and improving modern water governance systems and mechanisms.These efforts will accelerate high-quality development of water conservancy,consolidate the water security barrier,and help Guangdong take the lead in the Chinese path to modernization.关键词
