Evaluation on the Regulatory Plans from the Perspective of Inventory-Based Planning:A Case of the Regulatory Plan Evaluation of Dongguan

Abstract
Entering the new era of territorial spatial planning,the plan-making and govornance of regulatory plans under a growth-ori-ented mindset,have increasingly shown limitations.Regulatory planning has evolved from passive adjustments towards proactive systematic maintenance,prompting some cities to conduct timely evaluations on the approved regulatory plans.The research/practice of regulatory plan evaluation evolves from early framework-building to normal institutionalized routines.Evaluations emphasize varied aspects based on local conditions under a common framework.This paper reviews the development trajectory of regulatory planning in Dongguan,arguing that the city has entered an era of the"existing built-up spaces+inventory-based planning".This paper addresses key problems,including low implementability,master-regulatory plan disconnection,and lack coordination in regulatory plan ad-justments.Based on these situations,this paper proposes localized,problem-oriented evaluation priorities,including:township-wide assessment;dynamic-static zoning;unit-based management.Three conclusions are reached.①The purpose of regulatory plan evalua-tion in the inventory-based era is to steer the direction and pace of adjustments.②The relationship between master plans and regulatory plans should shift from"top-down transmission"to"two-way feed-back".③The regulatory plan evaluation should explore govornance mechanisms beyond the technical methods.关键词
